    Well, it could be the float is cracked{it isn't cork right?, I've never worked on the older trabis}, mis-adjusted, and or the needle valve is jammed / full of junk. Try putting the float in a cup of liquid (with a light weight on top) for a few hours. With it assembled, try to gently blow into the fuel inlet(hopefully with a clean hose!). When you flip the carb upside down, no air should pass.

    If it lets air by, then she is worn out, or that valve is dirty & squirreled.. This applies to any carb ever made. :D
